I have SD card as internal storage, so why do I still get "App requires external storage"?

I have a VANKYO MatrixPad S30 with 32 GB internal storage and a 128 GB SD card mounted as internal storage. Storage settings show 17.75 GB used out of a total of 160 GB, 11.71 GB on the internal storage and 6.05 GB on the SD card. All worked fine until recently. Now when I attempt to install or update apps from the play store, some (but not all) of them report "App requires external storage". All previously installed apps continue to function as expected. I've tried re-seating the SD card, and multiple restarts, but to no avail. What's going on here and how do I fix it?
